Every cosmetic placed on the EU market must have four things in place: a Cosmetic Product Safety Report (CPSR) prepared by a qualified safety assessor, a Product Information File (PIF) retained for 10 years, registration in the CPNP portal, and a designated Responsible Person based in the EU. What is a Responsible Person and does every cosmetic brand need one?
Yes — it is a hard legal requirement under EU Regulation No 1223/2009. The Responsible Person is an EU-based entity accountable for product compliance, PIF retention, and acting as the regulatory contact for authorities.
